It reads .tf, .tofu, GitHub Actions or GitLab YAML, shell scripts and Dockerfiles line by line against 13 rules and marks every line that ties the project to HashiCorp Terraform or HCP Terraform: cloud blocks, backend "remote", app.terraform.io modules, tfe resources, registry.terraform.io hosts, required_version pins, setup-terraform steps and hashicorp/terraform images. Each finding names the OpenTofu fix.
