    Is a PDF invoice an e-invoice in Germany?

    No. An e-invoice is a structured data file following EN 16931 (for example XRechnung, or ZUGFeRD in a matching profile). A PDF or a photo counts as an "other invoice".

    When do I have to issue e-invoices to German businesses?

    Every business in Germany must be able to receive them since 1 Jan 2025. Issuing: from 1 Jan 2027 if prior-year total turnover was above €800,000, otherwise from 1 Jan 2028 (§ 27(38) UStG).

    Do small businesses (Kleinunternehmer) have to issue e-invoices?

    No. Kleinunternehmer under § 19 UStG may keep issuing other invoices permanently (§ 34a UStDV), but must be able to receive e-invoices.

    Will the XRechnung be accepted?

    Our test invoices (19 %, mixed 7 %, § 19 and § 13b) were accepted with no errors and no warnings by the official KoSIT-Validator 1.6.3 · XRechnung-Konfiguration 2026-08-31 on 3 Oct 2026. Please still check that your own details are correct.

    What goes into the buyer reference?

    For public-sector buyers the Leitweg-ID, otherwise your client's order number or reference. The field is mandatory in XRechnung.

    Is my data uploaded?

    No. The XRechnung is created in your browser and downloaded directly.
