Federal Resume Template (USAJOBS Format) — 6 Fill-In Resumes: Private-Sector Switch, Merit Promotion, Veterans, IT 2210, VA Nurse, Pathways Grad

An HR specialist decides whether you are qualified from this file alone. Leave out the month, the hours per week, or the salary on one job and that job may not be credited, and the application ends before a hiring manager ever sees it. 6 templates, 30 sections, 120 lines already written out for you to overwrite.

1. Contact Block and the Announcement You Are Applying To

Use the same name that is on your USAJOBS profile and your identity documents; a nickname here and a legal name there slows down verification.

One U.S. mailing address, one phone you actually answer, one professional email address; delete any social profile you would not want a suitability reviewer to read.

State citizenship plainly, and name a clearance only if it is current with the date; if you hold none, delete the second half of the line instead of writing that you could obtain one.

Copy these four values from the top of the announcement itself, and change this line every time you reuse the file: one resume per announcement is the whole point of this format.

2. Summary of Qualifications, Written Against the Specialized Experience Statement

Reuse the nouns from the announcement's Qualifications section; one year of specialized experience equivalent to the next lower grade is the test being applied, so say it in those words.

List only competencies that a work experience paragraph below proves; an unproved competency here is exactly what an interview panel probes first.

Say plainly that you have no prior federal service; it is not a disqualifier, and leaving it unsaid makes the reviewer hunt through your dates to work it out.

3. Work Experience — One Full Block per Job, Repeated for Every Position

Give the employer's full street address, not just a city; an address-free block is one of the most common reasons an otherwise strong application is scored incomplete.

Month and year, hours per week, and salary are asked for on every position; put your real salary, and if you leave out hours per week the reviewer may not be able to credit that job toward your qualifying experience.

Answer the contact question; writing No for a current employer is normal and expected, while leaving the line blank reads as an omission.

Present tense for a current job, past tense for a former one, and use the announcement's verbs (analyze, evaluate, advise, recommend) instead of marketing verbs.

Use the context-challenge-action-result shape from OPM's executive core qualification guidance, and put a number in the result only if you can defend it in an interview.

One recognition line per job is enough; if you have none, write a second results paragraph rather than leaving the field empty.

4. Education, Training, and Certifications

Give the month and year the degree was awarded and the semester hours; if the announcement has an education requirement you must also attach transcripts.

For an unfinished degree write the credit hours you have actually completed; in progress with no number cannot be evaluated and is treated as nothing.

Name the issuing body and both dates; an expired certification presented as current is the kind of error that follows you into the suitability review.

Keep the hours and the year, because federal reviewers count training hours as evidence; drop anything older than five years that no longer supports this announcement.

5. The Federal Lines a Commercial Resume Does Not Have

Keep this consistent with your USAJOBS profile, and set the lowest grade deliberately, because you can be referred and offered at the lowest grade you say you will accept.

Attach exactly what the announcement's Required Documents section lists; a missing required document is scored as incomplete, and the announcement closes at 11:59 p.m. Eastern Time on its closing date.

Use this for awards, memberships and clearances only; never write References available upon request, which spends a line and says nothing.

Citizenship and security clearance: U.S. Citizen · Active Secret clearance, investigation completed 03/2022

Announcement number, position title, series and grade: Announcement: 25-DE-12487630 · Position: Management and Program Analyst, GS-0343-11/12 · Duty location: Washington, DC

How to open this file: in Word, double-click it. In Google Docs use File > Open > Upload; in LibreOffice Writer use File > Open. Menu names differ between versions and interface languages. Opening it in Google Docs can shift fonts and margins, so check the page breaks before you submit and save your own finished version as PDF (File > Save As in Word, File > Download > PDF in Google Docs). Never add a photo, a date of birth, or marital status to a U.S. resume: including them is a defect in this market, not a courtesy.

2. Summary of Qualifications, Written Against the Specialized Experience Statement

Opening statement that mirrors the announcement: Program analyst with seven years of experience analyzing program performance data, writing decision papers for senior leadership, and briefing recommendations, including one year of experience equivalent to the GS-11 level in evaluating program results and recommending corrective action.

Competency line: Program evaluation · quantitative analysis in Excel and Tableau · policy and decision memoranda · stakeholder briefings · contract oversight as a Contracting Officer's Representative

Experience totals the reviewer needs at a glance: 7 years total professional experience · 3 years supervising a 5-person analytic team · no prior federal service

The reviewer is matching your words against one paragraph in the announcement: the specialized experience statement. Read it once, then read this section back and ask whether a stranger could tick every phrase in it without guessing.

3. Work Experience — One Full Block per Job, Repeated for Every Position

Job title, employer, full street address: Senior Operations Analyst · Meridian Logistics Group, 1800 Commerce Street, Suite 400, Baltimore, MD 21230

Dates (MM/YYYY), hours per week, salary: 06/2021 – Present · 40 hours per week · $96,400 per year

Supervisor name, phone, and contact permission: Supervisor: Marcus Deleon, Director of Operations, (410) 555-0113 — may be contacted: No (current employer)

Duties paragraph, what you are responsible for: Analyze monthly performance data for a $42 million distribution program covering 11 sites, reconciling operational, financial, and staffing data from four systems; identify variances, determine root causes, and recommend corrective actions to the Director of Operations.

Accomplishment 1, context, challenge, action, result: Rebuilt the weekly performance report after finding that two sites were double-counted: rewrote the data pull, documented the method in a six-page procedure, and trained nine analysts on it, cutting report preparation from two days to four hours and ending three years of disputed numbers.

Accomplishment 2, recognition or scope: Selected by the Vice President of Operations to brief quarterly results to the executive committee, a role normally held at director level, and delivered 12 sessions over two years with no escalated corrections.

Copy this whole block for every job you list, most recent first. Ten years back is the usual working range, and you go further only where an older job proves something this announcement asks for. Anything you cannot support with a pay stub, an offer letter, or a supervisor who will confirm it does not belong here.

4. Education, Training, and Certifications

Degree, school, city and state, completion date: B.S., Business Administration · University of Maryland, College Park, MD · Completed 05/2016 · 120 semester hours · GPA 3.42 of 4.0

Second degree or credits in progress: M.P.A., Public Administration · The George Washington University, Washington, DC · 24 of 36 semester hours completed, expected 12/2026

Certifications and licenses with dates: Federal Acquisition Certification for Contracting Officer's Representatives, Level II — 2023 · Project Management Professional (PMP), Project Management Institute — issued 09/2022, valid through 09/2025

Relevant training with hours: Data Analysis for Program Evaluation, 40 hours, 2024 · Federal Acquisition Basics, 24 hours, 2023 · Advanced Excel and Power Query, 16 hours, 2022

Attach transcripts whenever the announcement has an education requirement or you are claiming education in place of experience. Unofficial transcripts are normally accepted at the application stage and the official copy is requested later.

Documents attached to this application: Attached with this application: resume, unofficial transcripts, and the Level II certification certificate.

Other information: Other: Active Secret clearance · Awards: division President's Club, 2023 and 2024 · Professional membership: Association for Federal Enterprise Risk Management, 2022 to present

Before you submit, read the occupational questionnaire beside this file. Announcements state that your answers must be supported by your resume, and an expert rating that no line here proves is the fastest way to lose an application that would otherwise qualify. This is also why a free one-page commercial template does not work for a federal announcement: it has nowhere to put hours per week, salary, the employer's full address, or the supervisor's phone, so those facts get dropped, and a fact the reviewer cannot find is a fact they cannot credit.
