What does it actually check?

It reads a declaration of conformity written as Markdown in your repository and checks it against 18 rules taken from Annex VI of Directive 2014/53/EU and from Delegated Regulation (EU) 2022/30. Every finding names the line, the article behind it and what the line should say instead. The bundled legacy sample returns 13 findings.

Who is this for?

Firmware and compliance engineers at radio and IoT manufacturers who place Wi-Fi, Bluetooth or cellular products on the EU market, and the importers who must keep the declaration for ten years. If the declaration lives in the repository next to the firmware it describes, this runs where that file already is.

Why will a free template or a chatbot not do?

Templates in circulation still carry 1 August 2024, the date that Delegated Regulation (EU) 2023/2444 replaced with 1 August 2025, and a generic template has no field for the restrictions attached to the EN 18031:2024 citations or for the notified body those restrictions can require. A spell checker sees none of it.
